Snowflake said it intends to collaborate with Orange Business as its operating partner in France to deliver a sovereign-by-design version of its AI Data Cloud.

The model flips the usual cloud contract.

Instead of buying Snowflake directly, regulated French customers would contract with Orange Business, while Orange’s European teams handle administration, monitoring, support and incident response under EU law, the companies said. Data residency is local by design, engineered to support a pathway to ANSSI’s SecNumCloud qualification and to align with SEAL operational frameworks, per Snowflake’s Oct. 15 post. SecNumCloud itself is not a self-declaration, it is a qualification ANSSI grants only after an approved evaluator audits the service against the SecNumCloud 3.2 requirements framework.

The infrastructure piece is Bleu. That joint venture from Capgemini and Orange was built to deliver a Cloud de Confiance for France, where hosting, operations and legal accountability stay inside national and continental borders. Snowflake would run its platform on top, with Orange providing the managed-services wrapper that French ministries and operators already know from public-sector deals.

Aliette Mousnier-Lompré, Directrice Générale at Orange Business, said French institutions need world-class innovation backed by uncompromised local governance and that pairing Orange’s operational capabilities with Snowflake on Bleu gives clients full control over their digital future. Dayne Turbitt, SVP EMEA at Snowflake, said customers in regulated sectors have been clear they need a platform not just hosted in France but run by France.

For CIOs and data teams, the practical change is procurement and operations. Budgets shift to an Orange-managed Snowflake consumption model. Deployments must be architected for S3-compatible storage with Apache Iceberg tables, which Snowflake is leaning on to preserve data ownership and portability if provider relationships change, a hedge against kill-switch scenarios. For AI, Snowflake Cortex AI would run self-hosted, open-source and frontier models, including EU models, through one API inside the trusted perimeter, with the promise that teams can swap a model without rewriting pipelines if a model is withdrawn or flagged on regulatory grounds.

The limits are in the fine print. Snowflake describes this as an intent to collaborate, subject to partner agreements, ongoing development and qualification processes, with forward-looking statements that do not commit to features or timelines. No availability date, no qualification status beyond pathway, no pricing. That matters because French public-sector buyers cannot move classified or sensitive workloads to a service that is only on the road to SecNumCloud. Until auditors sign off and Orange is actually operating the environment, the choice for those buyers remains the existing Bleu or SecNumCloud-qualified options.
