Copilot's Rate Limiting Woes

The primary culprit for the Copilot disruptions was a bug in the service's rate limiting mechanism. This flaw incorrectly applied limits globally rather than per individual installation, exacerbated by a surge in API traffic from a client update.

A subsequent incident on the same day was compounded by a caching bug that prolonged the rate-limited state, leading to recurring unavailability.
