China's AI Leap: 'Extreme Cyberwarfare Enabled by AI' Looms

Anja Manuel, a prominent figure in international strategy and a leader at the Aspen Strategy Group, warns that the world is entering an era of "extreme cyberwarfare enabled by AI." In a recent discussion, Manuel highlighted the rapid advancement of China's artificial intelligence capabilities, noting that their open-source models are now on par with leading Western frontier models, especially in critical areas like cybersecurity.

China's AI Momentum

Manuel pointed out that China's open-source AI models, such as GLM 5.2 and those developed by DeepSeek, are closing the gap with advanced Western counterparts. This development signals a significant shift in the global technology race, moving beyond a sole focus on semiconductor hardware. Manuel stated, "The Chinese open source models are so close to our most advanced frontier models like what just came out. GLM 5.2 you all heard about deep seek all of those things, especially in the cyber area. They're nearly as good as mythos and some of our best ones." This parity, particularly in cybersecurity applications, raises concerns about the potential for heightened cyber warfare capabilities.

US Strategy and the Race for Innovation

The conversation touched upon the effectiveness of US export controls on advanced chips and semiconductor manufacturing equipment. While acknowledging the Biden administration's strategy of implementing such controls, Manuel cautioned that these measures can only delay China's progress. "You can only hobble your opponent for so long. You've got to run faster," she emphasized, underscoring the need for continuous innovation within the US. The US is actively exploring how to test AI models for national security risks, with discussions focusing on utilizing national labs for this purpose, a model Manuel views favorably.

How do you jam? Can you build new surface ships, or are they just sitting ducks to see drones?"

The discussion shifted to the Middle East, where recent events in the Strait of Hormuz have underscored the critical role of maritime security. Manuel observed that mines and drones have proven to be highly effective in disrupting shipping, leading to sky-high insurance rates and making passage through the strait increasingly risky. She noted the difficulty in ensuring the strait's constant openness, stating, "The United States and our friends and allies have to get it ready, right? 100% of the time, the strait has to be 100% open, and Iran only has to get a couple of ships. And so that is what's making this incredibly difficult."

Manuel concluded by reflecting on the transformative changes occurring in the Middle East. She pointed to the evolving regional dynamics, including the collaboration between Israeli and Emirati militaries and the shifting alliances, as indicators of a new geopolitical architecture taking shape.
