UK trials AI for faster house planning

The UK government is experimenting with artificial intelligence to streamline its notoriously slow house-building planning process. A new prototype, developed in partnership with Google DeepMind and utilizing its Gemini AI, aims to halve the time it takes to process homeowner applications.

The initiative targets the administrative backlog that often delays local planning authorities. This AI-accelerated planning UK effort is part of a broader push to build 1.5 million new homes by 2029.

A Digital Assistant for Planners

The AI tool acts as a sophisticated assistant for planning officers. It handles time-consuming tasks like extracting data from documents, analyzing cases, and cross-referencing policy documents.

Early trials are underway in Barnet, Dorset, and Camden councils. The goal is to significantly reduce the hours officers spend on straightforward applications, such as extensions or loft conversions.

This allows planners to dedicate more time to intricate applications that carry greater public benefit.

How the AI Works

The prototype offers several key functions:

• Consolidating data from various sources onto a single screen.
• Identifying relevant national and local policies and assessing initial compliance.
• Summarizing public consultation feedback to highlight key objections or precedents.
• Drafting initial assessment reports, including proposed conditions and rationale.

Crucially, planning officers retain full control, reviewing and editing every AI-generated output before making a final decision. The system logs its work to ensure accountability and create a clear audit trail.

Building on Past Successes

This new tool builds on the success of 'Extract', an AI solution also developed with Gemini. 'Extract' digitizes legacy planning documents, turning unstructured PDFs into usable data. It has already demonstrated significant time savings for councils.

The government plans to roll out the advanced AI planning tool nationwide by 2027. It is hoped this will serve as a model for other governments worldwide looking to modernize public services.
