It advocates for the creation of a new, pan-European company framework, a "28th regime," specifically designed for startups. The goal is to provide a unified and legally certain corporate standard that allows European companies to incorporate and scale across the EU without navigating a complex patchwork of national systems, aiming to keep more economic value within the European ecosystem and remain competitive globally.
