Mark Zuckerberg's AI Manifesto Puts Him Directly Against Sam Altman

In a 14-page letter published August 10, Meta CEO Mark Zuckerberg wrote that "there is no such thing as a singular benevolent superintelligence," making the most direct case yet that broadly distributed AI is the primary structural safeguard against a future controlled by a handful of corporations and governments.

The manifesto and its three pillars

Zuckerberg's letter, titled "The Future is for Everyone: The Path to a Positive AI Future" and covered by Axios on August 10, organises his argument around three propositions: individual empowerment as "the source of prosperity," invention as "the primary purpose of superintelligence," and a balance of power as "the foundation of safety." The third pillar is the direct rebuke to the closed-model camp.

The core logic is structural. If only two or three organisations hold capable frontier models, those organisations and the governments that regulate them set the terms for what the next generation of AI can and cannot do. Open weights, by contrast, allow any university, sovereign government, or enterprise to run a model independently, with no metered API or terms-of-service clause in the way. Zuckerberg confirmed that Meta Superintelligence Labs is now operational and that the company will "resume releasing some open-source models soon."

Altman's counter: closed development as a safety gate

OpenAI's position has moved in the opposite direction. Altman told reporters in late July that he supports slowing the pace of AI development, and Bloomberg reported July 29 that he has briefed US lawmakers and the Trump administration on upcoming AI models as Washington works to create a formal safety-review process for frontier systems. In November 2025, The Information reported that Altman envisions working with the executive branch on preventing bioterrorism once AI reaches superintelligence.

The Altman position, shared by Anthropic CEO Dario Amodei, rests on the idea that sufficiently powerful models require access controls precisely because the risks are asymmetric: a bad actor who fine-tunes an open-weight frontier model for harmful applications cannot be stopped retroactively. Zuckerberg's counter is that the same concentration risk applies in reverse: if only a handful of labs control frontier AI, those labs become the chokepoints for democratic oversight, too.

Neither camp has made the empirical case definitively. What the two sides have produced is a clear policy split: Altman moving toward government gates and formal review processes, Zuckerberg moving toward wider distribution as the primary safety mechanism.

Enterprise adoption and the financial stakes

The commercial record so far favours Zuckerberg's strategy in scale, if not in resolved safety terms. Meta's Llama developer hub reports more than 1.2 billion cumulative downloads by mid-2026, averaging roughly one million per day. More than 85,000 derivative models have been built on Llama weights on Hugging Face. Procurement data through May 2026 showed more than 40 Fortune 500 companies had completed at least one production deployment of a Llama-derived model, spanning customer service automation at telecoms and on-premise banking deployments where data-sovereignty requirements rule out cloud API dependency.

The financial cost of this bet shows up starkly in Meta's Q2 2026 results. Revenue rose 28% to $60.8 billion, driven by advertising growth that AI improvements in content recommendation and ad targeting have amplified. Capital expenditure hit $31.1 billion in the quarter, more than double the $17.0 billion spent in Q2 2025, as Meta builds the compute infrastructure its open-weights strategy requires. Free cash flow fell roughly 91% to $784 million. Full-year capex guidance stands at $115 to $135 billion.

The numbers frame the debate in concrete terms. Zuckerberg is spending at a rate that assumes open distribution of AI creates enough downstream ecosystem value, advertising lift, and enterprise goodwill to justify the infrastructure bill. That is a specific, falsifiable bet, which is more than most of the safety arguments on either side can currently claim.

What it means

The August manifesto clarifies that the open-versus-closed debate is no longer primarily about developer philosophy. It is about who sets the terms for frontier AI governance. Zuckerberg's argument is that broadly available models are structurally safer because they deny any single actor a monopoly on capability. Altman's argument is that broad availability is structurally dangerous because it denies any safety body a meaningful gate. Both positions are coherent; neither has been tested at the capability levels now in view. Meta's $31.1 billion quarterly capex is, functionally, a vote on which side will prove right first.
