OpenAI Taps Malta for Citizen AI Access

OpenAI and the Maltese government have announced a first-of-its-kind partnership to provide all citizens with access to ChatGPT Plus. This initiative aims to democratize AI access and foster digital skills.

The program, dubbed 'AI for All,' will offer an AI literacy course developed by the University of Malta. This course is designed to educate citizens on AI's capabilities, limitations, and responsible usage for personal and professional life.

Upon course completion, Maltese citizens will receive one year of complimentary access to ChatGPT Plus. The first phase is set to launch in May, with distribution managed by the Malta Digital Innovation Authority.

Silvio Schembri, Maltese Minister for Economy, Enterprise and Strategic Projects, stated that the program ensures every citizen can build confidence and skills for the digital age. He emphasized Malta's refusal to let its citizens fall behind in technological advancement.

George Osborne, Head of OpenAI for Countries, highlighted Malta's leadership in bringing AI to all its citizens. He noted that intelligence is becoming a national utility, requiring governments to ensure both access and skills for their populations. Osborne expressed hope that other nations will follow Malta's strategic example, a sentiment echoing the broader trend of government AI partnerships.

This collaboration underscores a growing global recognition of the need for practical AI adoption strategies. Malta's model combines local education with direct access to advanced AI tools, supporting learning, work, and creativity.

The partnership is part of OpenAI's 'OpenAI for Countries' initiative, which tailors support for governments pursuing strategic national AI adoption based on local priorities.
