OpenAI Launches OpenAI for Government with $200M DoD Deal, Expanding AI Access Across U.S. Agencies

Since 2024, over 3,500 agencies have used ChatGPT to send more than 18 million messages, with applications spanning translation (State of Minnesota), scientific research (Los Alamos and Lawrence Livermore National Labs), and workflow optimization (Commonwealth of Pennsylvania).

OpenAI has announced the launch of OpenAI for Government, a sweeping new initiative aimed at bringing its most advanced artificial intelligence tools to public servants across the United States. The initiative consolidates existing partnerships with U.S. government agencies and expands access to OpenAI’s technology through secure, compliant channels tailored for public sector use.

The announcement was made on June 20, 2025, and marks a strategic deepening of OpenAI’s involvement with federal, state, and local institutions. Under this new banner, existing collaborations with the U.S. National Laboratories, NASA, NIH, the Treasury, and the Air Force Research Laboratory will be unified, alongside deployments of ChatGPT Gov, a secure version of the chatbot hosted on Microsoft’s Azure Government cloud.

OpenAI’s OpenAI for Government offering includes:

  • Secure access to GPT-4o and other frontier models via ChatGPT Enterprise and ChatGPT Gov
  • Limited availability of custom AI models for national security use cases
  • Direct technical support for deployment and integration
  • Advance insight into OpenAI’s product roadmap for strategic planning

In parallel with the initiative's debut, OpenAI also revealed a new pilot partnership with the U.S. Department of Defense’s Chief Digital and Artificial Intelligence Office (CDAO). The $200 million contract will support prototyping and deployment of AI across various administrative use cases, including improving military healthcare access, analyzing acquisition data, and enhancing cybersecurity. The contract is structured as a services engagement, not an equity investment, reflecting the growing collaboration between Silicon Valley and the defense sector.

This formalized government outreach follows months of growing adoption.

The move positions OpenAI squarely within the competitive triangle of frontier AI labs—alongside Google’s DeepMind and Anthropic—at a time when public and private institutions alike are racing to integrate generative AI into critical infrastructure. With the global AI market projected to reach $1.59 trillion by 2030, public-sector adoption may prove pivotal in shaping standards for safety, transparency, and utility.

“We’re just getting started,” OpenAI stated, emphasizing its goal to reduce bureaucratic drag, empower frontline workers, and help agencies focus more on mission-critical service delivery. The initiative also reflects OpenAI’s intention to pursue FedRAMP certifications and eventually expand availability into classified computing environments.
