ElevenLabs UK Government Partnership Signals Voice AI Expansion

ElevenLabs has announced a significant Memorandum of Understanding with the UK's Department for Science, Innovation and Technology (DSIT). This agreement aims to explore new applications for voice AI within public services, bolster AI security research, and reinforce the UK's standing as a global center for voice and audio AI talent. Alongside this partnership, the company is expanding its London headquarters, planning to double its UK headcount to 200 employees this year. The collaboration focuses on three key areas: enhancing public service accessibility through voice AI, particularly for individuals with visual impairments, low literacy, or language differences; deepening AI security research by studying human perception of AI-generated voices; and fostering AI talent and upskilling within the UK, with a specific focus on voice and audio AI. AI Minister Kanishka Narayan stated that voice AI has the potential to significantly improve how citizens access public services, making information more accessible and understandable. This initiative will test these tools in practice, advancing understanding of AI security and supporting domestic AI talent development. According tothe announcement, ElevenLabs is also relocating to a new London office triple the size of its current space. This expansion will support a growing number of UK companies adopting voice AI. Clients like Revolut, Deliveroo, and Trainline are already using ElevenLabs' voice agents for customer service, onboarding, and automated communications. StartupHub.ai data indicates ElevenLabs holds a strong position within the AI voice market, with aStartupHub score of 79/100. This places it ahead of competitors such as Coqui (48/100) and WellSaid Labs (61/100). The company recently securedVERIFIED$550 million in Series D funding in 2026, valuing it post-money at $11 billion. The partnership with the UK government is expected to accelerate the adoption of AI solutions across public sector operations. The company is also building out its global executive team from London, appointing Alex Holt as Field CTO. Holt, an early employee, will lead core engineering teams, focusing on integrating AI into established companies. He noted that the UK's combination of engineering talent, enterprise ambition, and government commitment positions it to lead in AI integration. This initiative builds on ElevenLabs' existing work in the UK, including providing free AI voice technology to individuals with conditions causing voice loss, partnering with organizations like the Motor Neurone Disease Association. The company also supports academic research, collaborating with institutions like University College London and the University of Oxford. The 'ElevenLabs for Government' program, which underpins this agreement, has already seen deployments in Ukraine, the Czech Republic, and Greece, demonstrating the practical application of voice AI in public service delivery, from accessibility features on the Diia app to handling thousands of daily calls for employment benefits. This move signifies a strategic effort to embed advanced AI capabilities within public sector infrastructure, aiming for broad societal benefit.
