The concept of Sovereign AI, a range of solutions designed to boost resilience while accelerating local value, is gaining traction. It enables organizations and nations to leverage global technological advancements while fostering local innovation and embedding safeguards from the outset.

A key finding is that 61% of organizations surveyed indicate geopolitical tensions are driving them towards seeking sovereign technology solutions. This underscores a growing awareness of the need to control critical AI assets.

According to the research, only 15% of organizations have made AI sovereignty a CEO or board-level priority. This lack of top-level ownership risks turning sovereign AI into a mere compliance exercise, leaving businesses vulnerable.

AI infrastructure is rapidly fragmenting, making a flexible ecosystem approach critical. Viewing sovereignty as an all-or-nothing proposition can lead to costly system overhauls and over-reliance on dominant global players.

Instead, orchestrating a hybrid ecosystem that blends global scale with local trust offers speed, resilience, and a competitive edge. This involves strategically choosing from four provider types: global cloud providers for scale, frontliners for industry-specific trust, neoclouds for agility and local governance, and federated consortia for shared capabilities.

The trend favors hybrid solutions, with 55% of companies considering both local and global sovereign providers. This pragmatic approach acknowledges the diverse needs across the AI landscape.

Redesigning architecture for intelligence, not just infrastructure, is paramount as generative AI and evolving regulations tighten. This means embedding trust, resilience, and agility across the entire AI stack, from infrastructure to applications.

Organizations are currently applying controls unevenly across the AI stack, with 60% focusing on data, 46% on infrastructure, 32% on applications, and only 22% on AI models. This imbalance needs addressing to achieve comprehensive AI sovereignty.
