What do other G20 members want to discuss?

Partners are focused on the war in Iran, rising sovereign debt and Treasury buybacks. Those issues dominated the run-up from Jackson Hole, where many of the same finance officials just met.

The US finance track is centered on global imbalances, deregulation and sovereign debt. Locke called sovereign debt the one ray of sunshine for alignment, but said the details are contentious and partners will press Washington on its own ballooning debt.

Why is debt back in the spotlight now?

Aging populations across higher-income G20 members, demands for resilience over efficiency, and higher military spending are forcing hard prioritization. Productivity is stalling and governments are leaning on innovation to offset it.

Locke said no government should be underestimated in its ability to kick the can. The world is markedly different from the last US G20 presidency in 2008, and spending pressures now make debt harder to set aside.

How does the US economy look going into the meeting?

Consumer spending has stayed resilient despite higher gas prices and uncertainty, with AI investment lifting business investment. The labor market shows stabilization and low unemployment.

That resilience reads as precarious. Locke warned not to extrapolate the consumer strength and said gains in labor productivity may signal labor market weakening rather than early AI returns.

Why are private CEOs at a ministerial meeting?

The administration has brought American tech leaders into the fold in a way not seen in recent presidencies. South Korea has taken a similar approach, putting industry at the forefront in San Francisco.

Access cuts both ways. Non-G20 invitees may value the proximity, but most G20 members already have it.

Locke expects a frosty reception from some large G20 capitals, where these figures are viewed differently than at home and where US economic power is seen as advocating for them beyond traditional bounds.
